Made in Space, Inc. (MIS), a small business of Moffett Field, California, protests the award of an SBIR phase II contract to FOMS, Inc., of San Diego, California, by the National Aeronautics and Space Administration (NASA) under subtopic No. H14.01, International Space Station (ISS) Utilization, for the research and development of optical fiber manufacturing in space. MIS contends that the award was improper because MIS has developed a similar technology, which renders FOMS’ technology insufficiently innovative to qualify as research and development under the SBIR program.
We dismiss the protest.

IDIS, Corp., a small business, of Parker, Arizona, protests the award of a contract to Metris LLC, a service-disabled veteran-owned, small business, of Gilbert, Arizona, by the Department of the Navy, United States Marine Corps, pursuant to request for quotations (RFQ) No. M00681-17-T-0012, for advanced high-altitude high-opening parachute support services for the 1st Reconnaissance Battalion, 1st Marine Division, I Marine Expeditionary Force. IDIS, the incumbent contractor, argues that the agency’s evaluation of Metris’ quotation was unreasonable.
We deny the protest.

Chenega Federal Systems, LLC, of Lorton, Virginia, protests the terms of request for proposals (RFP) No. FA4890-16-R-0040, issued by the Department of the Air Force, to provide the Air Force’s 57th Wing aircrew training and courseware development. The protester challenges the Air Force’s use of a lowest-priced, technically-acceptable (LPTA) evaluation scheme to obtain the required services, as well as a number of the solicitation provisions that the protester contends were drafted in a manner that favors the incumbent. Chenaga also challenges a number of solicitation provisions as vague and undefined, and claims that this vagueness prevents offerors from competing on a common basis.

Pinnacle Solutions, Inc., of Huntsville, Alabama, a small business, protests the exclusion of its proposal from the competitive range under request for proposals (RFP) No. NNJ16556087R, issued by the National Aeronautics and Space Administration (NASA) for aircraft logistics, integration, configuration management, and engineering services (known as ALICE), at the Lyndon B. Johnson Space Center (JSC) and Ellington Field, in Houston, Texas; the NASA Forward Operating Location, in El Paso, Texas; the Langley Research Center, in Hampton, Virginia; and other locations. RFP at C-24 & F-3. Pinnacle argues that NASA misevaluated its proposal and unreasonably excluded it from the competitive range.
We sustain the protest.
